I thought that one of the known differences between flutes and whistles is the more breathiness involved with playing flutes. But maybe I'm wrong, or maybe it wouldn't effect a whistle with a flute head put on it?
The Duo is an aluminium body with two heads in ABS plastic, one is a whistle, the other is a flute, & yes, tunable.

Indeed... Happy New Year to you all !
....& now, owing to a thread 'on another forum', I will soon be having a Low 'D' Howard joining the 'collection'.
As I found out that they sell 'B' stock at considerably less - so whilst it may not be perfect to look at, it should still sound & play perfectly.
(... & I don't really play anything much higher than my 'A' whistles now that I have them, truth be known.)
P.S. As it isn't the New Year yet, no resolution has been broken.

I can relate. After you have the first three of any type of instrument, my criteria then becomes: if you spend more time reading about or shopping for another one than you do actually playing ones you have... then maybe you need to rethink.
